The Item Upgrader in World of Warcraft
The War Within introduced two gear upgrade currencies, Valorstones and Harbinger Crests. These currencies can be exchanged at the item upgrader NPCs, Cuzolth and Vaskarn.
Each item may be upgraded to the maximum level once for one slot. Afterward upgrades to the slot will be less expensive. In addition, the pity system introduced in The War Within lowers extreme upgrade luck variance.
Upgrades
Upgrades are elements that boost performance or add new functionality. They can be purchased or earned through a variety of ways, including through in-game events and from cash shop items.
As opposed to enchantments that can be added to any item, upgrades are attached to specific items and can only be applied to the items. A weapon that is already equipped will not have an upgrade applied. Certain items can be upgraded multiple times and provide a greater benefit to the user.

Upgrades can also be expensive. Each step in a gear's stage of upgrade will cost a certain amount of Valorstones or crests based on the slot and the item level. Weapons generally require more crests and Valorstones to upgrade than gloves or bracers, for example. There are however some cash shop items that can help lower the cost of upgrading.
Recycles

Rerolls

When an item levels up it is able to enter the Staple Pool where it gains additional bonuses. These bonuses are based on type of item that it is. For example, an upgrade that boosts the weapon's primary stat can also boost its secondary stats. If the item is rerolled, the additional stats will change.
If a player has ability to reroll, they can press a button with arrows circling to swap their item to another. The new item will be of the same level, but will have a different set of extra bonuses, based on if the original item was a gun, sword or watch, or a book.
Rerolling doesn't reset an item's current bonus levels, but the player will be required to meet the minimum requirements for stats to qualify for the special ability. This can make it difficult to obtain a high-level item that has the bonus they want but it also allows players to explore a different option in the future without having to spend more money.
The item will receive an upgrade to tier which guarantees that it will receive a certain amount of stats in the near future. This is one of the reasons why it's essential to upgrade your gear as high as you can, as once you hit the tier where getting any more upgrades will not make a huge difference, it's useless.
Sets

It is not a 100% assurance, and in some cases an upgrade may not change the item type.
It is recommended that players prioritise upgrading their BiS (Best in Slot) items first, then non-BiS items. This will ensure that the player has a strong base for leveling up, and can focus on increasing their tiers as well as gaining extra stats.
